Some fish and ahrimp farmers we have spoken with have tried soaker hose as aeration hose, but we strongly do not recommend it for the following reasons:  Soaker hose is intended to be used as a delivery system for water not air. It has a thin walls and have a short life span if used this way. Aerotube is much more durable and it is designed specifically for Aquaculture and Wastewater applications.
